Monday the 28th November is a big change for us as we move to the new operating model. Before we start anything: Thank you.
I am not a great lover of re-organising structures. I much prefer improving how we work but on this occasion it is needed before we can go to the next stage. I am always aware that changing structures does mean some disruption for all of you. We have worked very hard to minimise this but it does mean, for some of you, new locations, different shifts and new colleagues. Thank you for making these moves.
I want to thank you in advance. With such a big change there will be some challenges as we adapt. The Deputy Chief and staff from the 2020 programme are running a Transition Centre to monitor the implementation of the new operating model but I also accept and hope that there will be things that you and local leaders will need to adjust and use your initiative on. Please let the transition centre know about adaptions you need to do or think may be needed. There will be some changes as we get going but we need to be careful we do not change something somewhere creating some more demand elsewhere!
Can I also thank you for managing the frustrations which will happen! Policing is stressful and not everything goes to plan all the time. Please be patient and ensure frustrations are for inside the team not outside! We are all advocates for WMP and colleagues with the public we serve.
Do be proud. A huge amount of work has gone on. You will see new briefing technology, new mobile technology, new body cameras and more will follow. This has required huge work from our enabling departments and colleagues.
Do enjoy yourselves. I hope the new structures give you clearer job roles. I want to see/can’t wait to hear about the exciting things you do in neighbourhood, the brilliant operational ideas in force support, the way response grabs the opportunities of cross border working and soon mobility, the opportunity for a prevention focus in investigations and 24/7 intelligence and tasking. Each of you in the new teams gets a chance to set how they will be for the future. Make them the best they can be!
Do look forward. This is transition state 1. It is the first stage of setting out how we are organised in operational services. Our next steps will see greater technology and more focus on how we work not how we are structured. You as practitioners have a huge role to play in this.
I have no doubt you serve in one of the best police forces in the best police service in the world. The 28th November is another step in being even better as we all move “Forward in Unity”.
