Because they were not expecting what they were confronted with. Every day in the Police we deal with varying levels of situations. We prepare for the worst, we prepare for hostility and violence, but what we often find is that the situations we don’t expect to be violent are the ones that turn out the worst.
I do not know what was reported to the control centre, whether it was a suspects on premises committing the burglary or whether it was a retrospective report of burglary. If it was the former then I would have expected there would have been more officers attending such as a Dog unit or at least another double crewed car, In the Police we want to lock up the bad guys, so when we get a report of someone committing a burglary red handed we aim to get there as quick as we can with as much as we can. It may have been that they happened to be the first unit on scene.
If it is the latter, that they were responding to a retrospective report of burglary. Then it would be unusual for two officers to attend the report. ACPO, The Home Office and Chief Constables have tried to ensure that we go out on the streets single crewed. This means that more vehicles and fuel are use, response times are delayed because an officer cannot navigate, respond to the radio and drive under response conditions. They can only do one thing at a time and therefore if two officers attend a scene more will get done quicker. Finally when officers are single crewed, if a job comes in which suggests violence is anticipated or situations require more than one officer such as sexual offences or domestic violence: You will find that an officer will have to wait to find another officer to go with at the station, go close to the scene and wait for a second unit to attend before engaged or going in single crewed running the risk of injury to themselves and others.
All we know so far is that two officers went to a “routine” call, nothing is ever routine and nothing is “quick and simple” these are lessons you learn quickly when you join the Police. From what it has been suggested, he set a trap and waited for them, he was armed with a gun and some kind of explosive device. He had already killed two people with guns & grenades. He knew what he was doing, he set the trap. The only person at fault is him!!!
Again only speaking from experience but we can only hold people for a certain amount of time before charge, if there was insufficient evidence to charge him, then bail would have been the only option available. The Police have specialised Murder Investigation Teams, they pour over every detail and minutiae, they follow procedure and they do as much as they can to bring offenders justice. As I said earlier, we do not want to let people go, we want to catch the bad guys and we want to make sure we have sufficient evidence for the case to succeed.
We cannot just close entire estates just because there is a bad man who may or may not be there. The Police were not even sure if he was even in the country, he was that far off of the radar. There would be an outcry in the media if the Police suddenly stopped attending all incident s in an area. We are not psychic, we cannot predict the future, otherwise our detection rate would be 100% and we would be living in some kind or Minority Report environment. You can sit in your comfortable armchairs and criticise the Police for not doing this or not doing that. There is one simple answer. We cannot answer for Dale Cregan’s actions, only he can. The media and society are becoming more and more liberal and seek to place blame on various people and systems. How about we accept the fact that there are bad people in the world, they do bad things and when they do and are caught, they should face the full responsibility of their actions, not mitigate on the faults of society.
I can think of a number of reasons:
We live in a society where criminals get away with a lot, the courts do not lock up burglars, the courts do not lock up thugs for committing violent offences. The courts do not lock up as many people as they should!
Is there any wonder why there is a wall of silence? When criminals walk free from caught for beating people up, carrying weapons and causing damage. The generally law abiding, fear these people who play the system to their advantage. They lie cheat, steal and intimidate, knowing that they can deny it in the Police station and then give a sob story at court and walk away. Free to carry on intimidating whoever they want.
Crimestoppers allows people to pass information anonymously, however there must have been a level of fear for people not to even pass information anonymously.
I’m sure there are more questions being asked, but I will remain with these pertinent questions for now.
